Former Social Security Minister José Carlos Oliveira (now Ahmed Mohamad Oliveira), who was investigated for his involvement in a multibillion-dollar unfair discount scheme for retirees at the National Institute of Social Security (INSS), was resigned on October 6 by the Directorate General of People’s Administration, which at the time was provisionally headed by Yveline Barretto Reitán, the sister of Fortaleza Mayor Evandro Reitán (PT).
One month after Mr. Oliveira was granted voluntary resignation, Mr. Yveline was appointed as the head of the ministry with the signature of PT Minister Rui Costa. The changes were made during the leave of INSS President Gilberto Waller and by the institution’s successor, Lia Blessy, who was given authority within the Institute by Social Security Minister Walny Queiroz (PDT).

Who is Jose Carlos Oliveira?
- Former Social Security Minister José Carlos Oliveira, who converted to Islam and changed his name to Ahmed Mohamed Oliveira, has been working for the INSS since 1985. Before becoming a minister in Jair Bolsonaro’s government, Oliveira was the president of INSS and the director of the agency in São Paulo.
- Mr. Oliveira previously had political ties to the PFL since the 1990s. He is currently a member of the PSD and is running for São Paulo City Council in the 2024 elections.
