A bill (PL) updating district policies for the integration of persons with disabilities was approved this Tuesday (11/11) by the Federal District Legislative Chamber (CLDF).
The proposal, authored by Deputy Jorge Vianna (PSD), expands the concept of hearing loss from 41 decibels (dB) to include people with unilateral or bilateral, partial or complete loss, according to audiograms at frequencies of 500Hz, 1,000Hz, 2,000Hz and 3,000Hz.
Previously, this concept was limited to people with partial or complete impairment of both ears, or complete impairment of only one ear.
According to the text, the change is aimed at aligning the district’s law with Federal Decree No. 5,296 of 2004, which adopts the same standards.

The project also draws attention to the differences between deaf and hard-of-hearing people. Although deaf people have Brazilian Sign Language (Libra) as their first language and cultural identity, many deaf people communicate using oral Portuguese, lip reading, or with the help of hearing aids.
According to Vianna, the purpose of the proposal is to recognize the diversity of the Deaf community and ensure that public policy covers all forms of hearing loss, ensuring accessibility and inclusion for all.
Following the approval of the Legislative Council’s plenary session, the project will be referred to Governor Ibanez Rocha (MDB) for approval.
