UN climate change chief criticizes invasion plan, Citizens’ House says government strengthens security at COP30 | COP30 Amazon

In a letter to Brazilian authorities, Simon Stiel, executive director of the United Nations (UN) climate change arm, UNFCCC, criticized security violations during the second day of the 30th United Nations Climate Change Conference (COP30) when a group of demonstrators tried to enter the Blue Zone. Officials at the Brazilian presidential palace confirmed receipt of the letter sent on Wednesday (12th). The letter was addressed to Prime Minister Rui Costa and COP30 President Ambassador Andre Correa de Lago, who have not yet commented on the matter.

The House of Citizens said in a statement that it was not involved in public security forces’ decision-making regarding Tuesday’s protests. “The internal security of the Blue Zone is the responsibility of the UNDSS, which defines how all areas within the zone will be protected,” the Palace Ministry said. UNDSS is the United Nations Department for Security.

The Citizens’ House says a meeting between the federal and state governments has already been held in collaboration with UNDSS to reassess the number of police officers needed. The area is also reinforced by the activities of the national army and federal police. New fencing, metal barriers and additional containment structures were also installed at vulnerable points.

Regarding air conditioning in the space, the Civic House says it will install new air conditioning units in tents and additional Sprint model units in rooms where air conditioning has failed.

Finally, the Civic House stated that there was no flooding at the event venue, only localized occurrences such as water leaks. “The leak was caused by a burst gutter in the Media Center and Health Post 2, which has already been promptly repaired by replacing and sealing the structure.”

“All issues are being dealt with on a daily basis at control points implemented in coordination with the UNFCCC, ensuring continuous remediation of issues inherent in an event of this magnitude,” the Citizen House said.

According to Bloomberg, which obtained the letter, Mr. Stier expressed “serious concerns” to Brazilian authorities about whether Brazil is meeting its security obligations as the official host of the event in Belem, state of Pará.

On Tuesday (11th), a group accompanying the demonstration forced its way into the negotiation area, leading to clashes. Two security guards were injured.

According to recordings, demonstrators tried to break into the negotiation venue by kicking in a door, but were stopped by security guards, leading to a physical confrontation with officials guarding the venue.
