Despite this view, OGAF set aside proposals from manufacturers such as Italy’s Leonardo and Brazil’s Embraer, and chose the proposal of the United Arab Emirates company Aeroexpress FZE, which does not manufacture the Ukrainian-origin Antonov AN-74. The award was awarded on October 31st under the current government of Interior Minister Vicente Tiburcio.

Reports from the Comptroller’s Office and technical experts have warned that the acquisition carries the risk that aircraft will be assembled into aircraft that do not meet the necessary conditions and characteristics.

Some of the documents cited by the newspaper indicate that “Minter’s OGAF awarded the international contract to a bidder (…) whose offer did not comply with administrative requirements and created the risk of acquiring an aircraft that did not meet the required conditions and technical characteristics.”

The report details that Aero Express FZE demanded a payment of US$63.9 million for the Antonov AN-74, but its source is not disclosed. The governing body hired an aeronautical engineer to evaluate the proposal and concluded that the Antonov AN-74 did not comply with the technical definitions laid out in the process. According to DIRAVPOL experts, this model was old and did not meet the necessary conditions.

“It should be noted that the Police Aviation Directorate of the National Police, in its technical capacity, issued a statement stating that the bidder in question does not comply with various points of the technical specifications,” the report said.

Aeronautical engineering experts at the Comptroller General’s Office reaffirmed that the Aero Express FZE proposal does not meet the necessary technical specifications and presents the risk of obtaining an aircraft that does not meet the required conditions.

Investigation identifies precedents
The investigation identified a history of misconduct in past acquisitions conducted by OGAF, including complaints in the purchasing process for weapons, bulletproof vests, and armored vehicles.

Documents exposed by the newspaper warn that this situation could limit the achievement of contract objectives and affect the transparency of the process.
