Twenty-two organizations representing São Paulo’s civilian police and military police are planning a protest next week against the management of Governor Tarcisio de Freitas (Republican) and Certified Public Security Secretary Guilherme Delight (PP). The group accuses authorities of “ignoring” the category and failing to fulfill a series of promises made during the election period and by the government.
The event is scheduled to take place next Tuesday, November 18th at 2pm at Largo San Francisco in the heart of the capital.
In the case of the civil police, the most sensitive demand is the delay in submitting a new draft organizational law. Mr. Delight “lied” to Andre Santos Pereira, president of the Sao Paulo State Delegates Association and coordinator of the Registe PC Forum, when he said he would send the document to the Legislative Assembly. For the past two years, this topic has been discussed in working groups without direct participation from the categories.
“There are only a few days left until the Legislative Assembly finishes its work, and your Excellency did not send our organizational law to Aresp, much less discuss a concrete draft with us. You promised, you did not deliver, you lied,” said Andre Santos. “Even if it starts, it doesn’t end, it’s incompetent,” the representative added in an interview. big city.
For military police, there is a charge for linear adjustment of categories. “Inflation that affects soldiers also affects colonels,” said Aurelio Jiménez, president of the São Paulo Military Police Association (Asprasas), a retired military officer.
The protest must take place while Chief Justice Guilherme Delight is on leave to report to the House of Commons on the federal government’s proposed anti-sectarian bill. So far he has presented four versions of the document, much to the displeasure of opposition parties and allies.
Delight even proposed the need to notify state authorities about the possible launch of an investigation by the Federal Police (PF), but this was heavily criticized and lawmakers were forced to back down.

The current Civil Police Organization Law has been in effect since 1979. The new law’s proposals would modernize the rules of police agencies, including restructuring career plans, adjusting salaries, regulating working hours, and protecting health, pensions and professional privileges.
In November 2023, President Luiz Inacio Lula da Silva (PT) approved the Basic Law of the National Civil Police, which unifies the rules regarding the rights, obligations and guarantees of the classes in each state. Other states have updated their laws, but São Paulo has not.
Groups involved in civilian police say this category has been left out of the discussion. On January 9, Tarcisio de Freitas announced in an article published in the Official Gazette that Paulo Maclevicius Ferreira, a retired military police colonel, would lead discussions on the organizational law.
Changes occurred in the face of negative consequences, and the chosen one was a soldier, Flayed Serre, a colonel in the Army Reserve, who left the group without a civilian police representative.
“Our civilian police force deserves a modern organizational law, but the current law is from 1979. It should be evaluated, including realignment and career planning, which actually includes professionals who are dedicated to and responsible for the security of our country,” says Andre Santos Pereira.
“You came to the Delegates Association on the 2022 campaign and left with a campaign narrative that listened to the needs of citizen police departments and asked over 45,000 police officers, active and retired, to vote. Once again, you promised, didn’t deliver, and lied!”
