The Confinement and Re-education Center (CIR) at the Papuda Prison Complex has only two SES-DF staff to serve 3,296 inmates, which worries the DF Public Defenders Department (DPDF). Papda’s CIR could theoretically accept former president Jair Bolsonaro (PL), who was sentenced to 27 years and three months in prison for crimes including a coup attempt during the early closed government.
This Thursday (November 13), the National Defenders Office published a report criticizing the facilities and assistance provided to prisoners in Blocks 5 and 6 of the CIR, stating that the blocks cannot house people over the age of 60 (Bolsonaro is 70). For example, in addition to problems with the lack of food and basic hygiene and ventilation materials provided, the document highlights delays in providing medical care to the sick.
On November 6, the public defender team visited CIR. During the meeting, it was discovered that the unit only had two medical personnel available to attend to inmates.
“The low number of health workers (only 2) has proven to be completely inadequate to serve a population of 3,296 people,” the DPDF said. The report does not specify the specialty of the employee in question.
Block 5, Wing ‘A’, which is meant for older prisoners, houses 38 people in each cell, but only 21 beds are available in each block. “The remaining prisoners are on the floor or on the mattresses, which has resulted in numerous complaints from inmates, especially due to their thickness. They also spend the night in hammocks, and there have even been reports of accidents involving elderly inmates who fell from hammocks and broke their legs,” the document issued by the public defender’s office states.
Public defenders and others went to the prison on November 6 to meet with inmates, but inmates with complications complained of delays in providing medical care. There were also complaints about inadequate care from proctologists (specialists who diagnose and treat diseases of the colon, rectum, and anus).

Recommendations
As a solution, the Federal District Public Defender’s Office recommended, among other things, a cap on the number of prisoners assigned to the CIR, so that the number of people in custody is not so inconsistent with the physical and functional capacity of the prison. The agency also proposes a medical approach that prioritizes people with disabilities and people over 80 years old.
The report also calls for strengthening staff, particularly criminal police officers and medical professionals, as well as expanding medical and multidisciplinary teams to prioritize the continued care of chronic diseases, disabilities, co-morbidities and the elderly.
Another facility in the Papuda complex that could eventually host Bolsonaro is the 19th Battalion of the Federal District Gendarmerie (PMDF), known as Papdinya. The Federal Supreme Court (STF) last Friday (7/11) rejected Jair Bolsonaro’s appeal and upheld his sentence of 27 years and 3 months in prison. Now, the process has entered a new phase leading to the former president’s arrest.
The outcome of the ruling on the explanatory embargo will allow Bolsonaro’s defense to apply for a so-called second embargo. Only after the announcement of the judgment and final judgment can the court decide on the execution of the sentence.
It is expected that Mr Bolsonaro will initially go to a closed administration, likely in Brasilia’s Papuda prison. Bolsonaro is currently under house arrest for failing to follow precautions in another incident.
