Federal Judge Slams Judge Accused of Threatening Her – November 14, 2025 – Frederico Vasconcelos

Federal District Judge Diana Maria Wanderlei da Silva ordered Judge Evandro Reiman dos Reis of TRF-6 to pay R$1.5 million for the malicious action. He was accused of exploiting for personal purposes a mass action aimed solely at protecting collective interests.

The value of the case was estimated at R$150 million.

Princess Diana asked the CNJ (National Judicial Council) to initiate disciplinary proceedings against Layman. The defendant showed “disdain for female judges, signs of sexism and sexism,” it said.

Princess Diana, who is the third federal judge to hear the case, claimed that Mr. Laymon had a “coercive and vindictive attitude” every time she complained about judicial decisions.

In 2023, Mr. Raymond asked the CNJ for Princess Diana’s forced retirement.

According to the judge, the public action record “unjustly accused her of committing the crime of concealing public documents.”

This allegation was dismissed by a unanimous decision by TRF-1. Mr. Layman did not prove the accusations.

“I demand the right to respond and comment on this outrageous judgment,” he said.

Each party filed a complaint against the other.

There are 30 proceedings in the CNJ involving Mr. Layman, 15 of which are before magistrates. Seven cases are disciplinary claims. 23 items have been archived.

Raymond raised the suspicions about Princess Diana again, alleging “hostility” stemming from a process initiated at her initiative in the CNJ.

The judge included a claim for R$11.9 million in fees in a personal contract with a lawyer.

The judge asked that all defendants (including his ex-wife) be ordered to pay extra-judicial costs such as travel, lodging, photocopying and expert examinations.

Mr. Rayman is represented by his niece’s lawyer, Rua Rayman Telles e López.

The case deals with the alleged embezzlement of vacant Union land in Acre.

Raymond claimed that the defendants misrepresented their ownership status of large rural areas within the federation and filed indirect expropriation actions against Ibama (Brazilian Institute of Environment and Renewable Natural Resources) and Incra (National Institute of Colonization and Agrarian Reform), obtaining compensation from billionaires for alleged loss of ownership and control.

Princess Diana dismissed the case without resolving the merits. He understood that “there is no right protected by popular legal proceedings.”

In 2024, the CNJ unanimously approved the initiation of disciplinary proceedings against Reiman, based on an unusual correction made in his office by then magistrate Luiz Felipe Saloman.

Mr. Layman was dismissed as a precautionary measure.

On the day of the inspection, 663 judgments related to trials held over the past seven months were awaiting signature. Prison officials and judges cited Layman’s explosive temper.

Counselor Caputo Bastos reviewed the case file, deposition transcripts and evidence from the judge’s cross-examination.

Despite the judge’s background, he suggested the Home Office assess the possibility of a period of conduct adjustment (TAC) with Mr Raymond and consider the possibility of the investigator returning to work.

“The testimony gathered during the investigation makes it clear that this is a judge who is passionate about his jurisdiction and concerned about the right outcome of each case,” Caputo said.

“The proposed behavioral adjustment period already emphasizes the fairness and integrity of my professional conduct,” says Evandro Reimán dos Reis.

“TAC has reduced the baseless accusations against me to two subjective aspects, legal and evidential inconsistency.”

“It is sufficient that a calm and careful reading of the existing evidence before the defense and PAD confirms that, to date, there have been no valid and regular reports containing any suggestion of possible corrective action to the judicial service regarding the alleged abnormal corrections that took place in the office to which I was assigned.”

At the time, the judge defined corrections as a “covert police operation” and “a veritable act of intimidation and persecution.”

“There’s nothing to be afraid of. I’m one of the most productive and ethical judges,” he said.
