Consórcio Expresso Roma, founded by Álya Construtora (formerly Queiroz Galvão) in partnership with OEC (formerly Odebrecht), submitted the best offer in the tender for the project, which consists of the Roberto Marinho Road Complex and Linear Park, owned by the City of São Paulo. The opening of bid documents is scheduled for this Monday (17th).
The contractor made the lowest bid at the auction, at R$1.8 billion, a 25% discount from the planned price for the work, which was approximately R$2.4 billion.
The project is one of the most important in the city of São Paulo and will provide the fastest connection between Calle Roberto Marinho and Rodovia dos Imigrantes, as well as a drainage system for the southern region of São Paulo, as well as a linear park and various public facilities.
The execution is expected to take four years, starting in early 2026.
Only six consortiums and Acciona made bids. In August, Brazilian construction companies informed the SA Panel that they considered the auction rules to be restrictive and were considering legal action, as the notification contained certain technical qualification clauses and scoring criteria that primarily favored foreign construction companies.
But in the end, Brazilian companies in the infrastructure sector won out.
