The proceedings for the revocation of the mandate of the current Governor and Deputy Governor of Roraima, Antonio Denarium (PP) and Edilson Damián (Republican), on grounds of abuse of political and economic power in the 2022 elections, were suspended again this Tuesday (11/11) after the Vice-President of the Superior Electoral Tribunal (TSE) Núñez Marquez requested a reconsideration.
However, thanks to the vote of Minister Andre Mendonça, who partially followed Minister Isabel Galotti in reporting the case, the favorable score for the dismissal of the office among the judges reached 2×0.
Denarium’s impeachment proceedings were put on the table again on August 26 after being suspended for a year.
Denarium was accused of abuse of political and economic power in the 2022 elections and was stripped of his mandate by the Roraima Regional Electoral Tribunal (TRE-RR) for using public machinery to buy votes in 2023. At the time, Lieutenant Governor Edilson Damien (Republican) was also stripped of his authority.
The governor was accused of using public programs targeting low-income groups, “Sesta da Familia” and “Moral Melhor,” to promote himself on the eve of elections. Antonio Denarium also faces a lawsuit seeking to move the billionaire to City Hall in an election year.
In January 2022, the Roraima government established the Family Basket Program, which combines two other projects. For the Ministry of Public Elections (MPE), such measures were merely an attempt to legalize the free distribution of goods to 50,000 households during election years, which is prohibited by law.

TSE began analyzing the appeal in 2024, but it was never completed. Last August, only the case report was read out, and Minister Carmen Lucia, president of the court, closed the session, reiterating that the case would be discontinued and a new voting date set.
A year later, in August of this year, the analysis was restarted by a vote of Minister Isabel Galotti, who dismissed the defense’s appeal and upheld the decision of the Regional Electoral Tribunal of Roraima (TRE-RR) responsible for revoking the mandate.
Isabel Gallotti voted: “I order the immediate execution of this judgment, irrespective of the publication of the judgment displacing the applicants Antonio Denarium and Edilson Damien Lima from the positions of governor and lieutenant governor, in accordance with the precedent of the TSE. Upon the conclusion of this case, I urgently contact TRE to comply with the judgment immediately, including the adoption of measures to hold new elections.”
After reading the vote results, Minister Andre Mendonça called for a review, but the process was once again paralyzed and lasted until Tuesday this week.
Mr. Mendonça partially accompanied the rapporteur during the vote. The judge said he found that two of the four charges raised by the Ministry of Public Elections (MPE), namely the electoral use of two social programs for food and housing in the state, had the hallmarks of abuse of political and economic power.
