COP30 Gold Sponsor NeoEnergia of Belém, Pará, had planned an intensive agenda during the event to reaffirm its commitment to the electrification of the economy as a path to decarbonization. Participation began at the Leaders’ Summit, a preparatory meeting for the climate change conference that brings together heads of state and representatives of more than 170 governments and multilateral organizations. The aim was to anticipate debate on core themes such as energy transition, forest protection and climate financing, and to establish political guidelines for negotiations.
In the face of global demand expected to increase by 50% over the next decade, Iberdrola Executive Director Ignacio Galan argued at the summit that electrifying the economy requires not only investment in renewable energy, but also the expansion of power grids and energy storage systems.
investment in electrification
Over the past 30 years, Iberdrola has invested approximately R$100 billion in Brazil to promote electrification, promote economic development and social progress through renewable energy transmission and generation, as well as grid expansion and modernization. Neoenergia is one of the leading companies in the power sector, a national leader in energy distribution, and is also passionate about developing new energy solutions. The company will soon open one of the first units in the country to supply green hydrogen to vehicles in Brasilia as part of the research, development and innovation program of the National Electricity and Energy Agency (Aneel).
— By working together, the public and private sectors can ensure safe, competitive and, of course, clean energy supplies, and build more just and sustainable societies around the world. Count on us to be fully committed to contributing to these goals, he stressed.
Eduardo Capelastegui, CEO of Neoenergia, emphasized that the electrification of the economy is a fundamental pillar to guarantee the country’s strategic autonomy, industrial competitiveness and environmental sustainability.
— Brazil’s Strategic Plan Brazil 2025-2028 foresees investments of R$30 billion, primarily in electricity distribution and transmission, with the aim of modernizing and expanding the electricity grid. At our dealership, we focus on digitalisation, efficiency and quality of service. These investments will accelerate the energy transition and strengthen the electrification of the economy. Brazil has a strategic role in this movement and will be able to show the world during COP30 that it is possible to reconcile economic growth and sustainability, he says.
Neoenergia is participating in the main forums of COP30. Solange Ribeiro, the company’s Vice President, actively participates in strategic discussions and global coordination to strengthen the company’s commitment to electrifying the economy, decarbonizing, and promoting sustainable and inclusive models.
Fernando de Noronha’s energy revolution
On the eve of COP30, Ignacio Galán and Eduardo Caperastegui celebrated the start of construction on the Noronha Verde solar power plant in Fernando de Noronha, in cooperation with the Federal Government and the State Government of Pernambuco. R$350 million has been invested in this initiative, which will bring clean energy to the island through a combination of solar power and battery storage systems.
The goal is to replace biodiesel consumption and decarbonize the island by 2027. This will make Noronha the first inhabited ocean island in Latin America to reach this level and set a global benchmark for sustainability.

Neoenergia also delivered the first floating solar power plant in Fernando de Noronha, installed on the water mirror of Açude do Xaréu. The project received R$10 million from an energy efficiency program regulated by Aneel.
The Noronha Verde solar power plant is part of the Mais por Noronha program, a series of activities that include mobility, innovation and the expansion of non-polluting sources in the region.
NeoEnersia has implemented several decarbonization and energy efficiency initiatives in recent years, including installing solar hot water systems in inns. Through the Trilha Verde project, 12 electric vehicle charging stations have been installed on the island with the support of two solar power plants. Additionally, all energy consumption meters have been replaced, making the archipelago the first place in the Northeast to be 100% Smart Electricity Grid (Reis), enabling remote and faster service to customers.
Green loans expand energy in Bahia
During COP30, Neoenergia and the European Investment Bank (EIB) formalized a €300 million green financing for the state of Bahia, where Neoenergia serves approximately 6 million customers. This resource will be used to expand the electricity grid, establish new connections and modernize the electricity distribution system, contributing to improving the efficiency and reliability of supply, especially in low-income regions.
At the ceremony, EIB Vice President Ambroise Fayol emphasized that this initiative is in line with Brazil’s energy transition goals and is part of Global Gateway, the European Union’s strategy for sustainable investment in infrastructure in partner countries.
—This is Brazil’s first loan under the Global Gateway Initiative and sends a clear message about partnership with Latin America in building a greener and more resilient future, said Ambroise Fayol.
For Neoenergia Vice President Solange Ribeiro, the partnership strengthens the company’s alignment with global climate efforts.
— In addition to modernizing the electricity grid, we will expand our capacity to integrate renewable energy, strengthen system resilience and contribute to reducing carbon emissions. These advances are not just technological. These are decisive steps towards ensuring clean and affordable energy for millions of people. The project is already underway and is expected to be fully completed within three years.
