1. First period (1956-1994)
Initially, the idea of awarding the Ballon d’Or was only to appreciate players from Europe. Therefore, players from other continents, such as Maradona, cannot be nominated for the Ballon d’Or, even if they play in Europe.
The evaluation was carried out using a voting system by sports journalists who were also Hanot’s colleagues. The first footballer to receive the Ballon d’Or was Stanley Matthews, an Englishman who played for the Blackpool football club.
2. Second period (1995-2006)
During this time, rule changes were made to determine which players could be nominated. While initially the nominations could only be filled with names of European players, starting from 1995 non-European players could also be included in the nominations.
The winner is still determined in the same way as before, i.e vote by sports journalists. The first non-European player to win the Ballon d’Or was George Weah in 1995. At that time, Weah was playing for AC Milan.
3. Third period (2007-2009)
The rules, changed in the second period, are changed again since 2007. Where all footballers from various parts of the world can win the Ballon d’Or. However, nominations for potential winners are still dominated by European players.
In 2007, the rules for determining the winner were changed so that it was no longer journalists who voted, but rather the team captain or coach of a country that belonged to or was a member of FIFA.

However, all this came to an end in 2016, when FIFA decided to withdraw and create its own awards event under the name The Best FIFA Men’s Player of the Year.
In history, Lionel Messi and Cristiano Ronaldo are listed as the footballers who have won the most Ballon d’Ors.
