“Guerra da Papda” mobilizes Moraes, Ibanez, Damares and the DF left wing

The possibility that Jair Bolsonaro will be sent to Papuda prison to serve the first part of his 27 years and 3 months sentence for coup d’état has sparked a letter war involving the office of Minister Alexandre de Moraes, the government of Ibánéis Rocha (MDB), Sen. The dispute has taken on a new chapter in parallel to the conflict, which began last month with a visit by President Moraes’ chief of staff to the Papuda facility, revealed by the Metropole website. The displeasure of Governor Ibánéis Rocha, who plans to run for the Senate in 2026 with the support of the Bolsonaro family, was made clear in a letter sent last Monday by his prison administrator, Wendy Souza e Telles.

In the letter, Mr. Wenderson asked Mr. Moraes to submit Mr. Bolsonaro to a “medical evaluation by a specialized team to assess his medical condition and suitability for the medical and nutritional support available in the capital’s prisons.”

“If Bolsonaro gets sick and dies in Papda, the Ibanez government will look terrible in the photos,” says a close interlocutor of Bolsonaro. “It also creates a great deal of instability in the prison system. To date, President Moraes has not allowed a group of 12 members of Congress to visit the eight De Janeiro prisoners serving time in Papuda. The letter states that the STF investigation will not inspect the facility or visit the accused, as doing so would not require ministerial approval.

In a document obtained by the blog, Damares highlighted that Bolsonaro “presents a complex clinical picture as a result of the attacks he suffered in 2018,” including multiple abdominal surgeries, episodes of intestinal obstruction, reflux, gastritis, and persistent bouts of hiccups and vomiting.

The senator also said a report by the National Organization to Prevent and Combat Torture last year found overcrowding in Papuda of more than 230 percent, significant weight loss among prisoners, limited access to medical care, and difficulty obtaining legal aid.

On another front of pressure, Félix also contacted the Prison Management Secretariat, arguing that similar concerns of the Ibanez government regarding Bolsonaro’s health and eventual transfer to Papuda should be extended to the more than 27,000 prisoners housed in the federal capital’s prisons.

Félix called on the Ibanez government to ensure that all prisoners in the capital’s prisons undergo a medical evaluation and that a report be published to verify the clinical condition of each inmate and the prison’s “suitability of health status and medical and nutritional support.”

“The lack of medical care for thousands of prisoners in the Federal District is a very serious problem, but this choice by the governor is inconsistent with the principles governing the democratic rule of law, such as the impersonality and equal treatment of all prisoners in the prison system,” the deputy, who chairs the Human Rights Committee of the Legislative Chamber of the Federal District, said in a blog.

“Ibanez’s government itself is trying to give Bolsonaro benefits so that he is not transferred to Papuda. I don’t think medical care in DF prisons is a problem.”

Contacted by the blog, the Prison Management Secretariat reported that it was “taking the necessary steps to carry out the visit” to Damares.
