“I explain: To access the fund, each state must follow a national public security plan, and this plan is created by the National Council, which is appointed by the exclusive act of the Minister of Public Security. It does not seem healthy to me that the security challenges in Brazil are the same. Does Amazonas have the same challenges as São Paulo?” he asked.
According to Delight, No matter how “best” the intentions of the federal government may be, it seems impractical to create a single guideline that applies to all of Brazil. “Especially to disrespect the autonomy and public policy established by the governor and the commissioner of public safety.”

But Delight agrees that fighting organized crime requires unique adjustments. “Some federal officials were ‘frustrated’ that I was appointed as rapporteur for this project. But we have to stick to the technical side. There are good initiatives on the part of the government, such as national banks,” Delight said, referring to factionalized banks, which in his opinion are known as banks for organized crime members.
“This cooperation between the states and between the states and the federal government has to exist. Now, it’s the states who know the reality of ‘breaking point.’
Delight said the federal government has not set a deadline for states to create banks, which he included in his new report. “But for that we don’t need PEC. We need leadership. We need to put it on the political agenda,” he says.
