The 4th Plenary Session of the 20th Central Committee of the Communist Party of China, held in Beijing in October, approved the proposal for the formulation of the 15th Five-Year Plan, which defines China’s economic and social development projects from 2026 to 2030. This decision demonstrates China’s firm belief in deepening the reforms, high-quality development, and high-level opening-up policies it has implemented in recent years. At the same time, it sends a clear signal to the world about the possibility of new shared opportunities in a scenario of cooperation and common growth.
China offers a huge open market to the world. Although its current contribution to global economic growth is only around 30%, the contribution of manufacturing to global development has already exceeded that index. There is a middle class of 400 million people, making it the second largest import and consumption market in the world. A total of 4,108 foreign companies from 155 countries, regions and international organizations have just participated in the 8th China International Import Expo, which represents an important vote of confidence in the Chinese market.
Over the next five years, China will deepen its opening-up process, actively keep pace with international trade and economic standards, and continuously expand market access. Quality cooperation within the Belt and Road framework will promote economic globalization towards greater openness, inclusiveness, balance and mutual benefit.
China offers a broad platform for innovation. The level of research and development (R&D) reached 2.68%, which is higher than the average of European Union member countries, and the total number of personnel ranks first in the world. For five consecutive years, we remain the world leader in international patent applications and articles published in high-level journals. Its comprehensive innovation capabilities rank it among the top 10 countries on the planet, with continued advances in artificial intelligence (AI), quantum technology, humanoid robot development, biomedicine, and brain-computer interfaces.
In the next five years, China will accelerate self-strengthening of high-level science and technology, lead the development of new high-quality production forces, and promote the progress of key technologies such as integrated circuits, industrial machinery, and high-end equipment. Similarly, we leverage our rich resources and broad perspective on technological and industrial innovations around the world to comprehensively implement industrial empowerment with AI.
China offers green growth opportunities to the world. As this year marks the 10th anniversary of the Paris Agreement, China has made important achievements in implementing Nationally Determined Contributions (NDCs) for 2030, achieving carbon reduction targets, increasing installed capacity of renewable energy, and increasing the amount of forest reserves ahead of schedule. Along these lines, China has the world’s largest renewable energy system and the most complete new energy industry chain, and its green space accounts for 25% of the world’s total.
From 2026 to 2030, the “Beautiful China” initiative will be significantly strengthened by pledging to achieve peak emissions and carbon neutrality targets, as well as promoting cooperation in green energy projects and supporting the free flow of high-quality green technologies and products. The goal is to create new growth opportunities for green, low-carbon industries globally.
This panorama shows that China’s demand for Argentina’s main exports has steadily increased in recent years, and in return Argentine citizens’ interest in the Chinese market has also registered a marked increase. This great attraction is evidenced by the participation of Argentines who registered at record levels for events such as the China International Import Expo and the Canton Fair, among other activities.
With direct flights between the two countries on the horizon, China has included Argentina on the list of countries that will benefit from its unilateral visa-free policy. This not only demonstrates China’s determination to expand its high-level opening-up to the outside world, but also suggests broad prospects for deepening bilateral cooperation. Looking to the future, China welcomes representatives from all sectors of Argentina and calls on them to make the most of the opportunities that exist today to achieve greater development, with the belief of always strengthening relations, cooperating and charting a new chapter of cooperation beneficial to all.
