Still, Gomez said the October 28 operation had been planned for months but was postponed after drug traffickers allegedly erected a wall near the entrance to Complex do Alemão on Calle Fazendinha. “An operation of this size ends up involving a very large movement. BOPE had to move over 15 armored vehicles from other battalions to the COE,” he said. Gómez added that a move of this scale would only mean operations in the Peña, Alemán or Salgueiro complexes.
“It’s because of the violence scenarios and the preparation of these locations. That kind of barricade structure, the containment, the number of rifles that we detected both in the investigation and due diligence.
“For example, the resistance found in Complexo da Peña will only be found in Complexo do Alemão and Complexo do Salgueiro,” he said.

The prosecutor’s office’s letter sent to the STF includes 367 pages of copies of police statements, records of operational orders, and the prosecutor’s report on the large-scale operation. Regarding the latter, there is a description of cases of “atypical trauma” among the 121 deaths.
The agency cited cases in which the wounds were “not consistent with others,” and in one case, the body showed signs of being shot at close range.
The other had signs of decapitation “with a sharp or blunt object” and injuries from a firearm fired from a distance. Therefore, authorities classified these incidents as “unforeseen circumstances of police conflict that occurred.” The names of the dead have not been released.
