A company investigated by private police for allegedly participating in a scheme to embezzle public funds in contracts from the city of Cajamar, Greater São Paulo, received approximately 25 million reais from the city even though it was only two years old.

Police say the company is participating in one of the main investigations related to the suspicious expropriation of real estate, whose value, according to the indictment, exceeds R$165 million. According to the complaint, the company Urbancorp Urbanismo Incorporações, based in Barueri, Greater São Paulo, acquired the Cajamar property in December 2022 for 1.9 million reais. In addition to the 25 million reais contract between the city of Cajamar and Fortis Hamate, another axis of the investigation is related to suspicious business surrounding the family of former mayor Danilo João (PSD).
According to the complaint investigated by civilian police, the City Hall promised and contracted companies belonging to Danilo João’s immediate family for approximately 50 million reais through tenders and agreed tenders.
Of these companies, only one in the construction sector, in which João’s uncle and cousin were partners, received R$47 million between 2021 and 2023. Employees close to him were appointed to committee positions related to departments and divisions responsible for approving payments to companies, according to the complaint.
Among these employees is a childhood friend of the former mayor, known as Miltinho, who has been appointed from time to time to various committee positions at City Hall. The other candidate was a cousin of Danilo João, who also employed his wife in the city administration.

Additionally, the complaint alleges that despite the promised amounts, the contracted services would not have been effectively performed.
“During Danilo Joao’s term (2020-2024), in addition to suspicious expropriations and the creation of companies such as Fortis Hamate, the first contracts with Barueri companies began. In 2024, the election year, the funds would have been directed to support local candidates,” police said.
Investigators said in documents that the same agency contracts remained in place after Cowan Belt was elected in 2025, including the continuation of multimillion-dollar expropriations with core businesses.

Kajamal Municipality said in a memo that there were no formal charges against public officials or former managers, and that some of the facts mentioned were kept by the public prosecutor’s office as there were no elements indicating wrongdoing and had already been the subject of analysis in previous proceedings.
“It should be noted that the steps mentioned are currently at the investigative stage and no formal charges have been filed against public officials or former managers. All the information presented originates from complaints received and does not represent the conclusions or attribution of authorship on the part of the civil police or public prosecutor’s office,” the text states.
It added that the case is being handled under judicial secrecy “precisely in accordance with the Ministry of Public Security’s own decisions, in order to preserve the integrity of the investigation and avoid undue interpretation or disclosure at an early stage of the procedure.”
“All hires, appointments and investments made by the city authorities are in strict accordance with current legislation and remain fully available to the governing body,” the document says.
The local government concluded: “We will strive for transparency, legality and institutional cooperation, and will leave all necessary explanations to the discretion of the competent authorities.”
What Danilo João says
In a conversation with big city, Danilo Joao denies the accusations, which are under investigation, and says that parts of the indictment are already in court. He maintains that the allegations are politically motivated and were made by his opponents as he is a primary candidate in next year’s elections.
The former mayor also said the person responsible for the accusation has a partner who is already serving eight months in prison for extortion. Joan also claimed that City Hall’s contracts and accounts for the years 2019 to 2023 were approved by the State Comptroller’s Office. He also claimed he has not been the subject of any lawsuit since leaving City Hall.
