São Paulo Mayor Ricardo Núñez (MDB) unsuccessfully tried on Wednesday (12th) to accelerate a project that would impose restrictions on passenger transport services by app using motorbikes.

The document, authored by Deputy Mauricio Neves (PP-SP), requires a preliminary study on the impact motorcycle taxis have on public health and urban mobility systems before their activities can be approved. The request was rejected 350-72, with four abstentions. If approved, the document could skip the analysis stage in a Chamber of Commerce committee and be submitted directly to the plenary.
The proposal states that the service could only be approved in cities with a population of 500,000 or more, after assessing the impact on the municipal health system, transportation and local mortality rates.
The lawmaker cited increased deaths among motorcyclists as his justification. He therefore argues that more consideration needs to be given to new approvals for paid private passenger transport services using motorcycles, especially in municipalities with a population of 500,000 or more.
“Both because of the risks faced by passengers using these types of services, namely death, and for the community as a whole, because at the same time as the number of service victims being cared for increases, the need for care by the public health network also increases,” he says. “And while this is not possible, many people will be at risk for other events unrelated to this increase in local transport systems.”
The speech is similar to the mayor’s, arguing that the article does not prohibit the service. “I also think it’s possible in smaller municipalities with calmer traffic,” he says. “But there are some cities like São Paulo where that is not possible.”
