Chief of Staff Manuel Adorni and Interior Minister Diego Santilli agreed to a reorganization that includes the transfer of powers and the creation of new areas within the executive branch. As confirmed by official sources, the plan still requires final approval from Presidential Secretary-General Karina Mileis, but aims to give greater powers to the Interior Ministry and Chief of Staff.
At the center of the reorganization will be the Department of Tourism, Environment and Sport, headed by Daniel Scioli. The structure is divided into two blocks. Tourism and environment vary depending on the chief of staff. The sports department will be transferred to the Ministry of Interior with the aim of strengthening dialogue with local regions.
Despite the changes, Mr Scioli’s continuity in the government is guaranteed, although it has not yet been decided what role he will play after the redistribution of responsibilities.

The Ministry of the Interior also requested the creation of a specific space in the form of a secretariat or permanent secretary to improve coordination with the legislative branch. This region will replicate, without duplication, some of the parliamentary liaison functions that function under the Chief of Staff. The final definition will depend on an administrative review led by Karina Millais.
“This is a political decision. The executive branch can construct the organizational chart as it sees fit,” said a person involved in the process.
This amendment comes in parallel with the reversal of the measures published in the Official Gazette to transfer the National Register of Nations (RENAPER), which has historically been under the jurisdiction of the Ministry of Interior, to the Ministry of Security, headed by Patricia Bulllich. The move was agreed upon by Mr. Bullrich with then-Chief of Staff Guillermo Francos without first consulting Mr. Santilli.
The Minister of Security also expressed interest in bringing the National Park Service brigade under its umbrella. Her resignation will leave management in the hands of Security Secretary Alejandra Monteoliva, who is expected to take up the Senate seat in December.
After a new internal meeting, RENAPER will return to the Ministry of Interior, but the document with Bullrich’s signature on the back of the DNI is still in circulation. Meanwhile, the National Migration Directorate continues to rely on security, while the Border Center aims to move back inland and regain control of border crossings.
Restructuring also has an impact on the communications field. Mr. Santilli will incorporate his communications field into the Ministry of Interior, after the chief of staff absorbed the Communications and Media Secretariat, which was previously under the jurisdiction of the president, and added the functions of the presidential press secretary and the management of public media (APE SAU, public content, Argentine radio and television).
Changes agreed between the Santilli and Adorni teams may be adjusted according to Karina Milei’s decision in the final validation instance. Amid tensions over devolution, both departments managed to agree on a common design, which is currently awaiting formalization through a government ordinance.
