Kisilov, no meetings, no funds: national debt, disconnected phones and the fight for 2027

Axel Kisilov was not invited to the final photo with the 20 governors organized by Guillermo Francos. The new national officials have not treated him better, and he has not been invited to meetings like other regional leaders are currently holding with Manuel Adorni and Diego Santilli. Casa Rosada’s excuse is that although the people of Buenos Aires did not sign the May Agreement, the withdrawal of funds to the Buenos Aires territory (currently worth $12.1 billion) began long before the political conference in Tucumán.

So far, there have been few responses to complaints, but several channels of dialogue have been opened. Officials such as government minister Carlos “Carli” Bianco have met with Mr. Francos and even Aksel Kisilov at one point to unblock the former chief of staff and some executives. Nothing more.

Kisilov is part of a group of four Peronist governors that Casa Rosada has decided to recognize as political opponents with whom they should not even have dialogue. In addition to the Buenos Aires native, the list also includes Ricardo Quintera from La Rioja. Guild Insfran of Formosa. and Gustavo Merera from Tierra del Fuego. Currently, the governor of the largest state with the largest population has not spoken to any state officials.

However, those on the state side remember that the withdrawal of funds took place long before the signing of the May Agreement and RIGI. “The debt is previous. If they take away our security deposit, how are we going to sign up? If RIGI decides to take away the LNG plant from the state, how are we going to join RIGI?” they argue.

The La Plata newspaper acknowledges that Santilli’s personal desire to be the next gubernatorial candidate in 2027 could further impede dialogue and increase the lack of response, but is betting on his background as a mediator to win back some of the conversation.

An unknown that pervades the Buenos Aires office and is repeated in other jurisdictions is the extent to which Santilli will be able to define which funds will be activated in this new phase. “Neither Francos nor Lisandro Catalan had the decision-making power, and I don’t think Santilli’s presence will change anything. In the end, they will just be Carina Millai’s secretaries,” they say.

The Buenos Aires government has prepared a detailed report on the country’s debts to the state in the run-up to the dialogue, but many of these claims have already been brought to court (seven submissions have already been made). The document estimates total debt at $12.1 billion, including unpaid transfers, paralyzed public works and canceled national programs.

These are three debt blocks: direct debt ($3.04 billion), committed operations ($6.9 billion), and delayed or canceled national programs ($2.16 billion).

1. Direct debt with states – $3.04 billion

The Ministry of Economy tops the debt list.

  • Transfer from Mr. Anthes to Buenos Aires Pension Fund: $1.6 billion
  • 2017 Fiscal Consensus Compensation: $970.946 billion
  • National Teacher Incentive Fund (Fonid): $113.257 billion
  • Financial support in 2023: $76.18 billion
  • Fiscal Strengthening Fund (Fofofi): $108.28 billion

Under Health, the report details:

  • Diagnostic imaging equipment: $31,649 million
  • Obstetric and perinatal health programs: $9.386 billion
  • Sexual and Reproductive Health Act (IVE): $66.751 billion

Other ministries:

  • Production, Scientific and Technological Innovation: Port Infrastructure (Fipba): $9.837 billion
  • Transportation: Inland Public Transportation Compensation Fund: $15.529 billion.
  • Other minor concepts: $39.49 billion

2. Public works invested – $6.9 billion

  • The bulk of the delayed or paralyzed construction falls under the Department of Habitat and Urban Development, with a total program cost of more than $4.6 billion.
  • Procreate: 105 agreements and 6,578 housing units planned in 28 municipalities ($4.18 trillion total)
  • Home ownership and rehabilitation: 9,725 homes in 52 municipalities ($634.013 billion)
  • In infrastructure and public services, construction debt amounts to $2.15 trillion.
  • 180 directly executed productions: $1.25 billion
  • 128 national and local agreements: $354.331 billion
  • 755 state and local agreements: $300.947 billion
  • Cooperation with national programs: $65.56 billion
  • Agreements with national universities: $43.58 billion
  • Tripartite cooperation between national, state, and local governments: $139.013 billion

Other organizations:

  • Fund for Social and Urban Integration (FISU): $42.595 billion
  • Samik Director Nestor Kirchner Hospital: $27.134 billion

Ministry of the Environment: $26.379 billion

3. Delay or cancellation of national programs – $2.16 billion

  • The document also includes debt for state programs that have been suspended or unfunded.
