A bill to amend the functional structure left by the defunct Foundation for Social Assistance and Citizenship (Fasc) is being debated in Porto Alegre’s city council. The proposal submitted by the administrative authorities would adjust the number of posts and reallocate employees directly to administrative departments.
This document determines that regular civil servants and former foundation civil servants will be given priority in transferring to SMAS, with the possibility of transfer to other departments depending on the city government’s evaluation. This measure aims to ensure the continuation of social services previously provided by municipalities.
The restructuring includes the creation of 626 new permanent positions and 192 FGs, as well as the elimination of 1,070 permanent positions and 141 bonus functions. This relocation aims to balance the need for human resources with the new administrative model adopted by the capital.
According to the Executive, the initiative will enable the utilization of 268 current civil servants and 358 vacant positions that were part of the Fasc staff.
