G7 foreign ministers concluded their meeting in Canada on Wednesday (November 12, 2025) by calling for an immediate ceasefire in Ukraine and expressing “unwavering” support for the country’s territorial integrity.
The foreign ministers of Britain, Canada, France, Germany, Italy, Japan and the United States declared in a joint statement that there was an “urgent need for an immediate ceasefire.”
At their last meeting of the year, G7 foreign ministers renewed their support for Ukraine, backed the U.S. peace plan for Gaza and strengthened cooperation on critical minerals, but avoided mentioning U.S. attacks on ships and trade tensions in the Caribbean.
In a joint statement, the seven countries agreed to consider “measures against countries and entities” that provide funding to Russia, as well as increasing “economic costs to Russia.”
They also expressed “strong support” for US President Donald Trump’s Gaza peace plan and expressed concern about the restrictions that Israel continues to impose on the flow of humanitarian aid.
Attacking the boat was not on the agenda.
However, the G7 never mentioned the US attack on vessels suspected of drug trafficking in the Caribbean, despite French Foreign Minister Jean-Noël Barrault saying shortly before formal talks began that he was “concerned” about Paris and that the military operation “ignored international law.”
At the end of the conference, U.S. Secretary of State Marco Rubio and Canadian Foreign Minister Anita Anand, the conference’s organizer, said the group never addressed the attack.
Rubio insisted that the participating countries had not raised the issue with him, either in the G7 framework or in bilateral meetings.
“No one discussed it with me. No one discussed it at the meeting, no one discussed it with me. Maybe they discussed it among themselves,” he said frankly.
Mr. Rubio later denied that Europe could interfere in American politics.
“I don’t think the European Union can decide what international law is. I certainly don’t think the European Union can decide how the United States protects its national security. The United States is under attack by criminal terrorist organizations in our hemisphere, and the president (Trump) is responding to protect our country,” he added.
President Trump’s Taiwan tariffs and message to China
Another topic avoided at the meeting was tariffs that the United States imposes on other countries around the world, causing tensions with allies.
A visibly upset Mr. Anand responded to reporters’ claims that he did not discuss tariffs or restarting trade negotiations between Canada and the United States with Mr. Rubio because it was not in his portfolio.
“I am here as foreign minister,” he said, adding: “Trade issues are the responsibility of my colleague Dominique Leblanc.”
In a joint statement, the G7 stressed “the importance of maintaining peace and stability in the Taiwan Strait” and rejected “the use of force or coercion” aimed at changing the status quo in the region, a direct reference to China.
The Ministers also called for increased financial and human contributions to implement UN Security Council Resolution 2793 on Haiti and called on the Haitian government to set an election date.
The group ultimately agreed to strengthen cooperation in the critical minerals sector, with diversification of supply chains, and maritime security, protecting underwater infrastructure and ports from hybrid threats and drug trafficking.
