As Icetex confirmed in a recent statement, Juliana Andrea Guerrero is officially listed as a beneficiary of the financial resources for higher education.
The organization specified that Mr. Guerrero had access to the Special Education Credit Fund for Black Communities (Fececn), a program that grants 100% of admissible credits to members of the Black, Afro-Colombian, Raisal, and Palenquera communities with the purpose of facilitating admission to higher education.
Icetex detailed that Guerrero applied to Fececn meeting the requirements established during the 2020-2 conference call.
His application was geared toward the support sector, with the aim of pursuing a degree in public accounting at Cesar Popular University.

Although the stipend contemplated funding for up to eight semesters, Guerrero received four semesters, from the second semester of 2020 to the first semester of 2022.
Each of these expenditures represents an amount equal to three times the current statutory monthly minimum wage (Smmlv) for each period.
The group clarified that the funding was not related to any of the San Jose Foundation’s academic programs, thus denying any version linking the benefit to the San Jose Foundation.

The payment process was suspended as of the second half of 2022, as Guerrero did not renew the request for the following period: As a result, Icetex has not made any new payments since then.
Now, Icetex has reported that the National Advisory Committee of Fececn has approved exceptional measures regarding exemption and renewal of credits.
These provisions are beneficial for those who, like Guerrero, have interrupted their training process for more than three academic years.
These measures are available from June 16 to December 16, 2025. During this period, the Fund will not initiate collection actions for outstanding debts.
Mr. Guerrero is among 10,090 potential beneficiaries who can apply for credit renewal under these exceptional conditions.

Upon expiration of the exception period, Icetex will resume its normal portfolio recovery process in accordance with its operating regulations and recovery policy. Until then, the company had not initiated collection proceedings regarding the payments to Guerrero.
Icetex reiterated the importance of disseminating true and responsible information about its programs and services and called on the public to refer to official channels to obtain accurate data on the benefits associated with educational projects for Colombians.
Colombia’s education authorities have opened an administrative procedure to investigate the University of San José Foundation and its legal representatives after discovering possible fraud in the issuance of university diplomas.
During this process, members of Congress Jennifer Pedraza filed for guardianship with the Ministry of Education with the aim of obtaining information regarding the scope of the investigation involving Juliana Guerrero, who was appointed by the San José Foundation and the Petro government to the post of Undersecretary of the Ministry of Equality.

Mr. Pedraza questioned the Ministry’s lack of transparency, expressing: “What is the Ministry hiding? Well, besides the silence regarding the appointment of Juliana Guerrero to the Higher Council of the Popular University of César.”
The lawmaker, a member of the First Committee of the House of Commons, accused the ministry of not responding to formal requests and criticized the inadequacy of its inspection and monitoring operations. Pedraza said on his X account: “Is it possible to get information from San Jose without going through a judge? Now we had to present another guardianship to @Mineducacion to know what to investigate about San Jose.”.
The files in question show that Juliana Guerrero would have earned at least two university degrees without meeting the requirements set out in Colombia’s higher education law. Mr. Pedraza, as guardian, claimed that he did not receive a response regarding the investigation from the San José Guerrero University Foundation after sending the right to petition through official virtual channels.
