The proposal would hold off on approvals for buildings ranging from three to eight stories, depending on the area, until the new urban contours, which are currently being evaluated by the council, are finally approved.
During the session, councilors also approved an extension of the measure for 90 business days starting December 10, 2025, which will allow them to continue analyzing the projects sent to them by the executive branch.

Community leaders emphasized that the project reflects the concerns expressed by neighbors who called for a discussion to begin about the growth model Tigre needs in the coming years. “These measures are not aimed at halting progress, but rather at a planned and consensual implementation that maintains the balance between quality of life, environment and cities,” Zamora said.
The City emphasized that this initiative endorses the vision of Tigray City as a modern and participatory local development model that combines economic growth, social inclusion and responsible regional planning.
