Jakarta (ANTARA) – In addition to being civil servants (PNS), many people are also aiming for positions as civil servants with employment contract status (PPPK or P3K).
In the State Civil Service (ASN), the PPPK is divided into two, i.e. the full-time PPPK (full time) and part-time PPPK (part time).
According to the Decree of the Minister of State Empowerment and Bureaucratic Reform (MenPAN-RB) of the Republic of Indonesia No. 16 of 2025 regarding part-time PPPK employees, it is stated that part-time PPPKs are ASN employees appointed on the basis of an employment contract and receive remuneration according to budgetary availability in each government agency.
The procurement of part-time PPPK aims to complete the organization of non-ASN employees, meet the needs of ASN in agencies, clarify the status of non-ASN employees, and improve the quality of public services.
The difference between full-time PPPK and part-time PPPK lies only in working hours. The full-time PPPK will work based on the working hours of government agencies and the working hours of other ASN employees.
Meanwhile, the part-time PPPK has shorter working hours than the general working hours of the ASN.

Part-time PPPK salary, benefits and working period
In the MenPAN-RB decree n. 16 of 2025, it is explained that part-time PPPK will receive a minimum wage according to one of three provisions, namely the last salary before becoming an ASN, the last salary before being appointed, or the provincial minimum wage (UMP) applicable in the area in which they work.
Therefore, if based on the applicable UMP, the part-time PPPK salary will vary depending on each region, which follows the provisions of the current year’s UMP.

Even though part-time PPPK working hours are shorter than full-time, employees are still entitled to a number of benefits and facilities. The types of benefits that ASN employees usually receive include family allowances, food, location, vacation, leave rights, and others.
Part-Time PPPKs are hired with an employment contract lasting one year and extendable based on the needs of the agency. Based on performance evaluation and budget availability, part-time PPPKs also have the opportunity to be appointed as full-time PPPKs.
After an employee’s status changes to full-time PPPK, they will receive a salary based on class and length of service (MKG).
Based on Presidential Regulation of the Republic of Indonesia Number 11 of 2024 Concerning Amendments to Presidential Decree Number 98 of 2020 Regarding PPPK Salaries and Allowances, the following is the salary range received by full-time PPPK:

In general, the difference between PNS and PPPK lies in employment status and working hours. Civil servants are appointed as permanent employees of the ASN and work full time, while PPPKs are contract employees of the ASN with a fixed period of time and reduced working hours.
According to the Regulation of the Ministry of State Empowerment and Bureaucratic Reform of the Republic of Indonesia (PermenPAN-RB) No. 6 of 2024 regarding the procurement of ASN employees, civil servants are Indonesian citizens who meet certain requirements and are then appointed permanent ASN employees by civil service development officials to fill government positions.
PPPK, on the other hand, is an Indonesian citizen who meets certain requirements and is then appointed on the basis of an employment contract for a certain period of time to carry out government tasks.
