Enrique Otavio de Oliveira Veloso, the military police officer (PM) accused of killing jiu-jitsu artist Leandro Roo with a gunshot to the head in 2022, was found not guilty by a popular jury on Friday night (November 14).
Veloso has already been issued a release permit by the court and will be released from the Prime Minister Roman Gomez Prison in northern Sao Paulo. The date has not been decided yet.

In addition to Veloso himself, a total of nine witnesses were examined: four from the prosecution, four from the defense, and one witness common to both parties. Seven jurors, five women and two men, participated in the so-called sentencing panel. They understood that the Prime Minister acted in self-defense. The verdict was handed down by Judge Fernanda Pérez Giacomini of the First Jury Court.

Leandro Lo died on August 7, 2022, after a disturbance during a pagoda show at a club in the south of São Paulo. Investigators say Veloso, who was off-duty and wearing civilian clothes, got into an argument with the militants and shot him in the head. He was rescued, but did not survive. The prime minister fled the scene and turned himself in to the Military Police Internal Affairs Division the next day.

- Mr. Veloso’s defense argued that he acted in self-defense, and this thesis was accepted by the jury, who acquitted Mr. Veloso on November 14, 2025.
Prime Minister reinstated
On October 10, a São Paulo court ruled that former military police officer Enrique Otavio Oliveira Veloso should be reinstated and receive his salary again until the end of his criminal trial.
Judge Ricardo Dipp, who handed down the decision, accepted the arguments of the former prime minister’s defense, saying that suspending Veloso’s salary and dismissing him before the trial “appears to violate the constitutional principle of the presumption of innocence.”
The former prime minister had been fired by São Paulo state governor Tarcisio de Freitas (Republican) in a decision published in the Official Gazette on September 22nd. Mr. Tarcisio has already been sentenced by the court, and Mr. Veloso once again received the prime minister’s lieutenant’s salary of 12,697.38 reais.
