Enem faces ecological issues in Brazil on the eve of COP30

This Sunday, the first day of the Enem exam, ecology was one of the most frequently recurring themes among the 90 questions. This month Brazil will host COP30, the main forum to discuss global climate change issues. The event will be held in Belém, Pará, starting this week from November 10 to 21, more than 30 years after Rio 92, which was the basis for the creation of the COP.

However, this event was not directly mentioned in any of the Enem questions, and the test covered topics such as, among other subjects: sustainability, CO₂ emissions, Cerrado fire monitoring system and Growth of wind and solar powerIn addition to the question mentioned in Electric cars as an “environmental mirage”.

What is COP and what is its purpose?

COP is an acronym for Conference of the Parties (COP), an annual meeting of signatories to the United Nations Framework Convention on Climate Change (UNFCCC). The UNFCCC was established during the Rio 92 conference in 1992, and the COP is the main event for defining environmental resolutions and climate goals. Any decision will only be taken if unanimously agreed by the parties and will be valid in all signatory countries.

Heads of State and Government create a historical record in Belém, Pará

The first COP was held in Berlin, Germany in 1995, and the conference has been held every year since then, with the exception of 2020, when it was canceled due to COVID-19 health restrictions.

All 198 UNFCCC signatories will participate in this conference. Heads of state, ministers, and diplomats typically attend the annual conference on behalf of their countries. Additionally, they are commonly organized into groups or coalitions based on regional groupings or specific agendas. For example, there is the G77, a coalition of developing countries. The event brings together scientists, business leaders, NGOs and activists from around the world as well as nations.

COP negotiations serve to align global interests around concrete goals such as greenhouse gas emission reduction targets, financing mechanisms for climate projects, the transition to a low-carbon economy, and other global agreements.

The COP Presidency prioritizes themes, defines objectives and shapes discussions. This year, it will be implemented by diplomat Andre Correa de Lago, and headed by National Climate Change Secretary Ana Toni. They report directly to the Office of the President of the Republic.

The event will last for two weeks. The first is reserved for more technical discussions, the second for political meetings and the signing of agreements. A summit of leaders will be held this Thursday (6th) and Friday (7th), this time with dozens of heads of state in attendance, before the start of the COP, and to prepare what will be discussed at the meeting.

The targets set at the end of the COP must be consensual and all countries have the right to vote. Although resolutions of this type require discussion throughout the year, it is usually at the COP that the Memorandum of Understanding is finalized and signed. During COP, events will be held simultaneously every day. The conference is divided into two main zones: Blue and Green.

• Blue Zones are places where political negotiations and diplomatic meetings take place. It is directly administered by the United Nations.

• The Green Zone focuses on public panel discussions, NGO-facilitated debates, and even cultural activities.
