The local council will begin a series of meetings and committee plenary sessions this week to analyze the details of a set of files sent by Mayor Julio Arac to be processed by the end of the year. Budgets, tax finance, cemetery entities, urban planning laws (COU), and new bus concessions are the most important.

As EL DIA reports, most of the initiatives were announced last week by executive branch officials in front of ruling and opposition members. Each bloc will now analyze the details of their respective projects, develop proposals and requests for amendments, and ultimately advance their opinion for approval by the end of November.

However, members of the various groups have been holding talks with the association’s president, Marcelo Galando, and the commune chief himself, although the positions have not yet been announced. The 2026 City Budget and Fiscal Tax Ordinance was scheduled to be discussed at the Finance Committee today, but councilors asked for more time to evaluate the provisions, and the meeting was postponed.

Next year’s Commune budget includes a total of P462 billion in resources, with the areas receiving the most funding being Planning, Public Works and Services, General Secretariat, and Security.

Regarding the fiscal tax ordinance, the city management has prescribed an increase of around 30 percent in city taxes, including city urban services (SUM), paid by front owners.

If a majority opinion is obtained, both ordinances will be passed on Thursday, the 27th, with prior intervention from the Council of Major Taxpayers.

A second round of reforms to the Urban Planning Act (COU), sent to council by the Executive, will also be taken up in committee this week. This project approves the boundaries of urban, industrial and rural areas.

But it also gives each district special indicators based on its characteristics, regulating the surface and density of housing. Most notable are new regulations regarding the maximum height of real estate construction.

The cap was set at level 10 for high streets in the centre, while permits were made more flexible for high streets in some areas. For example, 60 and 66 near Los Hornos. At 38th and 44th Streets in San Carlos and the main thoroughfare in downtown Tolosa, the permit will be expanded from the current three to six floors.

Following a presentation last week by officials from the Planning, Works and Public Services Secretariat, the council’s planning committee, chaired by Peronist Sintia Mancila, will now carry out a detailed analysis.

The package of projects Mayor Arak sent to council also includes a concession document for the city’s new public transport system. The concept provides for extension of the lines in the neighborhoods served by the east, west, north and south municipal lines. But in addition, propose a new subsidy scheme to the states, currently equivalent to 60% of the travel cost, to complement the route with state lines.

City officials said the idea would allow for the sustainable possibility of adding an additional 10km route extension during the match period. One of the tools consists of combining the use of municipal and regional lines to create transfer corridors.

In any case, the final implementation of this system was shown to be gradual and dependent on its performance. Although the draft document proposes that these amendments be made by executive order and does not take a hasty position, some MPs have drawn attention to this aspect of the file.

The process will be completed in February, at which point the new public transport plan will officially begin to come into force and the gradual changes will be mentioned.

Meanwhile, next Wednesday, a plenary session of the Legislative and Finance Committees will be held to begin work on the Arak draft ordinance on the creation of a self-governing body to manage cemeteries. Currently, Camposanto relies on the General Secretariat of Municipality, and this change seeks to give the municipality autonomy and its own budget, much as the Municipal Tourism Board (Ematur) and the Regional Market already operate.

The idea is to restore the heritage value of the cemetery and allow the management of niches and crypts to be re-schematized, without precluding the installation of one’s own crematorium in the future.

The issue was on the agenda shortly after the mayor’s inauguration, when it was reported that the remains of more than 12,000 people stored in unburied cemeteries were discovered. After this episode, plans were made to build a new ossuary, which became operational last summer.

In addition, the Executive Branch sent consideration to Congress regarding a new public video surveillance system. This approved the proposal submitted by Danaide SA in a public tender for a contract for a comprehensive surveillance service that would collect and analyze video images from various locations in the city 24 hours a day, for 36 months.

The offer plans to provide, install, maintain and monitor approximately 1,200 new cameras to be installed in various regions, in addition to technical support for another 920 cameras and their monitoring that are already installed.

However, the file also considers installing patent control rings on vehicles entering and exiting the city, placed at precise entry points.

The company’s total requested service amount is P10.78 billion per month.

The project will be evaluated by a committee this week and will be processed on campus by the end of November.

The Arak government’s goal is to settle this series of debates in time for the legal reform, which is scheduled for December 10th. Under the revised law, the ruling party will have a majority of parliamentarians, although it will not have its own quorum.

The blocks that currently make up the body will participate in this discussion: Unión por la Patria (UP), PRO-JxC. UCR; PRO-Vecinal, La Libertad Avanza (LLA), and ASAP “new generation” monoblocks.
