If I’m not mistaken, I think the government is donating part of the European FEAD fund (European Fund for the Assistance of Vulnerable People), which is managed by the Red Cross, to the delivery of wallet cards. However, looking at the food bank’s request, their purchases are not yet exempt from VAT.
By imposing VAT, the Treasury would legally but unfairly profit from donations and keep a portion of it. The lowest food tax relief rate is 4%. 10 for meat and fish and 21 for alcoholic beverages, but logically most of what these banks get supports 4%, and I don’t think I’m wrong in asserting that the majority, probably all, of the bank’s staff are volunteers and unpaid. In summary and numbers, for every 100,000 euros donated, 4,000 euros will go to the national treasury, which is not fair.

In a healthy country, this would be a national embarrassment. What should be celebrated is precisely the opposite: fewer and fewer people are dependent on the state. But socialism needs poor people, and it needs captive people who rely on public aid to secure votes in exchange for handouts. True social justice consists not in distributing misery, but in creating conditions in which no one is dependent on the benevolence of power.
