Benedito Mariano, a former São Paulo police ombudsman and sociologist, says Guilherme Delight (PP), rapporteur of the Anti-Faction Project, has tainted the issues proposed by the Lula government.
“He changed the project into an anti-terror law and changed the jurisdiction of the federal police to the state police. He wants to legitimize acts of violence like in Rio de Janeiro,” said Mariano, who coordinated the Lula government’s plans for the region in 2022.
He is concerned that the same thing will happen to the Public Security PEC, which is the Lula government’s main focus on security. “There are dozens of modifications that completely detract from its appearance.”
Mariano said the response to the crisis needed to be structured, including the creation later this year of a Special Secretariat for Public Security in coordination with the presidency, which would lead to the creation of a Ministry of Public Security in Lula’s eventual fourth term.
“Organized crime faces police intelligence working to retake areas it has captured and intelligence working to suffocate senior leaders who are not in the hills or suburbs,” he said.
