The government wants to return to the original text of the anti-faction project, opposes changes to Delight and asks Motta to postpone the vote

The government has opposed the changes proposed by Anti-Faction Project Rapporteur Guilherme Delight (PP-SP) and has sought to revert to the original text drawn up by the Ministry of Justice. Minister Gleij Hoffmann will meet this Monday with the chamber’s president, Hugo Motta, to express the government’s concerns about the progress of the proposal. In parallel, the government strengthened its attitude towards Delight’s changes and began to classify them as a “bandit’s shield”.

The changes proposed by the Rapporteur in the capacity of São Paulo Security Secretary are being analyzed point by point by a team from the Ministry of Justice and the Institutional Affairs Secretariat. The government is gathering arguments to publicly confront the points defended by Mr Delight. The lawmaker did not invite ministers from Lula’s government to discuss the changes.

–I don’t know what’s behind it. This will be a law of protection and robbery, as it will protect organized crime in the country – Gleici Hoffmann said in an interview with Globo News – it is impossible to accept these points in this project. It is better to lose, fight, and defend what you believe in than to intervene with something that is harmful to the fight against organized crime.

At the same time, PT should start attacking on social media. The party’s leader, Edinho Silva, plans to record a video in which he says that the PL is “confusing those who seriously investigate organized crime in Brazil and doing the opposite of what society wants. This is the real PL protecting criminals.”

The same leader would also say that the document “protects criminals by weakening federal law enforcement by stating that investigations must be conducted in response to provocations from state governors.”

— This report, made by the far right, makes things worse. We know there is a growing sense of urgency on this issue among our people. For several months, the government has therefore been studying projects sent to parliament, such as the Public Safety PEC, for discussion. Now, Edinho says they want to vote again this week on a proposal that would protect criminals, including politicians – and I emphasize that.

The government has shown no desire to negotiate on any of Delight’s proposals, pointing to the political activities of Governor Tarcisio de Freitas’ authorized secretary (R-SP) in dealing with security with far-right strategies. Graci considers Delight to be a “tainted” parliamentarian, Tarcisio’s secretary and “an avowed opponent of the government.”

Two points in particular concern the government and incorporate speeches from the PT government. One is to equate sectarian crimes with terrorism. Although Delight’s document does not officially classify the factions as terrorists, it does state that their armed actions and territorial control would be treated as criminal terrorism, punishable by 20 to 40 years in prison. The second would remove federal police from investigating criminal organizations in each state and require the PF’s permission to act. In Gleij Hoffmann’s view, this measure “protects” organized crime.

–The killer for me is to remove the PF from investigating criminal organizations. If Delight’s report is valid in Operation Carbon, the PF will have to seek permission from the São Paulo government (to investigate the faction). It would be a safe act for criminal organizations, a shield, a law for bandits. I don’t know what the intentions are behind this, said Gleij Hoffmann.

The government’s response strategy is still being developed. However, Planalto Palace and the Ministry of Justice have shown no desire to negotiate a “middle ground” between Mr Delight’s proposals. The Ministry of Justice’s National Secretary for Legislative Affairs Marivaldo Pereira said Delight was trying to cause chaos for political gain and violated the values of national sovereignty.

–The project Delight proposed is a Christmas present for criminal organizations. We cannot allow the far right to cause political instability, he says.

The chamber’s PT leader, Deputy Leader Lindbergh Farias (RJ), said Delight’s changes would disempower the federal police and compared the document to the Blind Dagen PEC, which was overturned by the Senate following public pressure for chamber approval.

-The same political wing that defended the PEC against banditry has come together and grafted a new form of shield onto the issue by drawing strength from the PF, he said.
