INSS (National Institute of Social Security) retirees and pensioners who wish to contest unfair discounts on their benefits will have an additional three months to register their claims through the Institute’s official channels. The deadline, which was scheduled to end this Friday (14th), has been extended to February 14th.
The announcement was made this Monday (10th) by Federal Deputy Paulo Pimenta (PT-RS) during his testimony to the INSS CPI, and was subsequently reinforced by Social Security Minister Walny Queiroz on social media.
INSS says it has already registered 5.9 million complaints from beneficiaries who were denied discounts by related organizations since the scheme was launched in May.
Filing a dispute is the first step to ensuring that you get your money back if you were wrongly charged. After this stage, the insured can participate or not participate in the contract. The deadline for this second phase still remains.
Registration of a dispute can be done through three channels: My INSS (application or website), the “Consultation Discount from Associated Entities” service. Free via Central 135, Monday through Saturday, 7 a.m. to 10 p.m. Or, visit your local post office directly, which serves over 5,000 branches.
By clicking on “discount not approved” on the application form, the beneficiary will register a dispute and the entity will respond within up to 15 business days. If you do not provide an answer, the system will automatically open an option for retirees and pensioners to sign up for a redemption agreement.
According to INSS, the government has so far returned R$2.4 billion to 3.6 million retirees and pensioners, representing 75.3% of the total number of beneficiaries (4.7 million in total) who are able to comply with redemption agreements. Payments are made directly into your Inflation Adjusted Benefit Account (IPCA).
Those who wish to receive money administratively directly into their retirement or pension accounts without going to court are required to comply with the agreement.
Payment will be made in full, subject to the withdrawal of legal action against INSS with a claim for compensation for moral damages or double refund. However, it is possible to take legal action against the company that gave you the discount.
You can check the amount you will receive on the Meu INSS app, website, or at a post office before joining. Signing a contract is free, does not require sending any documents, and should only be done through these two channels.
Who can join the agreement?

A beneficiary who disputes an unfair discount and does not receive a response from the entity within 15 business days.

People who receive irregular responses from their organization, such as forged signatures or voice recordings in place of valid receipts.

Those who received discounts from March 2020 to March 2025.

Legal proceedings are necessary unless the beneficiary has not yet received the amount (in which case it is necessary to withdraw from the lawsuit in order to comply with the contract).
INSS will pay 5% of litigation costs for individual cases filed by April 23, 2025.
How do I accept a contract through INSS?

Access the Meu INSS application using your CPF and password.

Go to “Consult Orders” and click “Meet Requirements” for each order (if you have more than one).

Scroll to the last comment, read it carefully, and select “Yes” in the “I agree to receive” field.

Click Send. Then you have to wait for payment.
How do I request a return for an outstanding discount?
According to my INSS:
- Log in to the My INSS website or app.
- Please enter your CPF and registration password
- Go to “What do I need?”
- Type: “Query Entity Discount”
- If there is a discount, check if it is approved
- Please enter your email address and contact phone number
- declare whether data is true or not
- Confirm by clicking the “Send tax return” button

Beware of scams
INSS warns policyholders to be wary of scams during this period. The Institute does not send links, SMS, or messages requesting data. What’s more, we don’t charge any fees or use middlemen.
